Apply to become a member of the Healthcare-Associated Infections Advisory Committee

 

The Colorado Department of Public Health and Environment (CDPHE) is recruiting four new members of the Healthcare-Associated Infections Advisory (HAI) Committee. Currently, the committee is requesting applicants for the following positions Medical statistician OR clinical microbiologist with an advanced degree, Representative from a health insurer, Infection control practitioner from a long-term care setting, Representative from a rural hospital. Applicants must be a resident of Colorado and must be able to contribute objectively to committee meetings from the perspective of the position. All interested and qualified individuals should apply. This position will be appointed by the Executive Director of CDPHE for a term of three years. The HAI Advisory Committee was established under Colorado Revised Statute (C.R.S.) 25-3-602 to provide oversight to CDPHE for the collection and public reporting of data on HAI infection rates from health facilities. The committee typically meets every other month on the fourth Tuesday of the month from 2 - 4 p.m. CDPHE facilitates committee meetings using video conferencing. There are 11 members who represent a variety of stakeholders. Membership is voluntary. Participation on the HAI Advisory Committee is a great way to learn about HAIs and play an important role in state public health! We appreciate a diversity of input. Membership is not labor intensive, apart from participating in committee meetings. CDPHE invites qualified persons to complete and submit the fillable application with a resume or curriculum vitae by email to cdphe_hai_ar@state.co.us. You may submit additional pages with the application if needed to answer the “additional questions.” The deadline for submission is October 31, 2025. The CDPHE Healthcare-Associated Infections and Antimicrobial Resistance Program will review applicants internally before making a recommendation to the Executive Director for appointment. Home Care Survey Availability

 

The Health Facilities and Emergency Medical Services Division (Department) is seeing a trend of agencies demonstrating the inability to be available when surveyors arrive at the agency to complete licensure and/or recertification surveys, especially in the Home care section. This message serves to remind all licensed home care agencies and registered home care placement agencies, licensed or registered with the state of Colorado, of the following regulations: 6 CCR 1011-1 Chapter 26 Home Care Agencies, Part 4.5 Inspections (A) The HCA shall comply with the requirements of 6 CCR 1011-1, Chapter 2, Parts 2.9.4, 2.10.1 and 2.10.2 regarding inspections, with the following additions: (1) The Department shall make such inspections as it deems necessary to ensure that the health, safety, and welfare of home care consumers are protected. In addition to licensure inspections, the Department may conduct supplemental inspections at any time in response to complaints alleging noncompliance with the regulations contained in this chapter. (a) Consumer records kept in the home or individual consumer documents not included in the HCA’s permanent record shall be made available to the Department within two (2) hours of the request if the last visit occurred fourteen (14) or more days prior to the request. The time for production may be extended at the Department’s discretion. (b) The consumer file and administrative records, including but not limited to, census and demographic information, complaint and incident reports, meeting minutes, quality assurance, and annual program review documents shall be provided to the inspector commencing within thirty (30) minutes of request. The time for production may be extended at the Department’s discretion. The department has, at its discretion, the ability to impose Intermediate restrictions or conditions. 6 CCR 1011-1 Chapter 26, Part 4.7 Intermediate Restrictions or Conditions. The Health Facilities and Emergency Medical Services Division appreciates continuing cooperation during the survey process. The Department realizes that agencies are very busy providing services to clients on a daily basis, however the survey process is an important part of the system that protects client safety across Colorado. The Department strives to make on-site surveys as least disruptive as possible. To provide feedback on the survey process, please use this form.  Per 6 CCR 1011-1 Chapter 2, General Licensure Standards, Part 2.10.4, the Department may use the following measures to ensure a licensee’s full compliance with the applicable statutory and regulatory criteria. (A) Unscheduled or unannounced reviews The Department may conduct an unscheduled or unannounced review of a current licensee based upon, but not limited to, the following criteria: (1) Routine compliance inspection, (2) Reasonable cause to question the licensee’s continued fitness to conduct or maintain licensed operations, (3) A complaint alleging non-compliance with license requirements, Discovery of previously undisclosed information regarding a licensee or any of its owners, officers, managers, or other employees if such information affects or has the potential to affect the licensee’s provision of services, or (4) The omission of relevant information from documents requested by the Department or indication of false information submitted to the Department. Due to the increased incidents of non-compliance or unwillingness to be available for a survey, agencies may face enforcement per 6 CCR 1011-1 Chapter 2, Part 2.11 Enforcement and Disciplinary Sanctions.  2.11.1 License Denials (A) The Department may deny an application for an initial or renewal license for reasons including but not limited to, the following: (1) The applicant has not fully complied with all local, state, and federal laws and regulations applicable to that license category or classification, (2) The applicant fails to respond in a timely manner to Departmental requests for additional information, (4) The applicant refuses any part of an on-site or off-site inspection. Your input needed: Update List of Supplemental Healthcare Staffing Agencies

 

To: Facility Administrators From: CDPHE, HCPF, and CDLE It’s time to update the list of Supplemental Healthcare Staffing Agencies that healthcare facilities are using in Colorado.  Colorado Revised Statute (C.R.S.) § 8-4-125 requires staffing agencies providing services in Colorado to healthcare facilities that are licensed by the Department of Public Health and Environment pursuant to C.R.S. § 25-1.5-103(1)(a) to submit semi-annual reports to the Division of Labor Standards and Statistics (DLSS). DLSS shares the data submitted with the Colorado Departments of Public Health and Environment (CDPHE) and Health Care Policy and Financing (HCPF). To identify which SHSAs need to report, CDPHE and HCPF gather information about the staffing agencies they utilize from healthcare facilities. Request for documentation timelines

 

Dear Licensed Healthcare Entities, The department is dedicated to improving the survey process. However, we have encountered a consistent challenge: receiving the requested documentation in a timely manner during surveys or complaint investigations. This delay prolongs the survey and extends the time surveyors need to spend on-site. To improve this process, your cooperation is crucial. Chapter 2 states: 6 CCR 1011-1, Chapter 2, part 2.10.5, the licensee is required to provide, upon request, access to or copies of the following to the Department to facilitate regulatory oversight: (A) Individual client records.   (B) Reports and information required by the Department, which may include staffing reports, census data, statistical information, and any other records specified by the Department. To ensure a smooth process, the department requests that all documentation be provided within 2 hours of the request. If any mitigating circumstances prevent you from meeting this timeline, please communicate this to the surveyors promptly. Thank you for your attention and cooperation.

The IT department recommends accessing the documents via phone or another device not on the same security features to get around the security protocols/restrictions.    Steve Cox developed a Google form that members will submit to show they completed the course. This form collects data onto a Google Spreadsheet that shows members’ completion of the annual training.
