October 22, 2024 Stakeholder Meeting: General Rule Updates to 6 CCR 1011-1, Chapter 22 -Birth Centers

You are invited to participate in the stakeholder process to address general updates to 6 CCR 1011-1, Chapter 22 - Birth Centers. The last general update to Chapter 22 was in 2017, and there have been several statutory and regulatory changes since that time, as well as lessons learned and changes in the general healthcare landscape. As a general update, this stakeholder process will include modifications related to Senate Bill 21-101 and Senate Bill 23-167, regarding direct-entry midwives and certified nurse midwives, respectively, and a full review of the rule chapter to bring it into compliance with existing statutory requirements and ensure its consistency with other rule chapters regarding newborn screening and newborn hearing screening. It may additionally include changes made to staff qualifications and authority, general standards of operation, terminology, and organization. 


All stakeholder meetings are open to the public, and all interested parties are welcome to attend and provide input. Additionally, all stakeholders may provide input and are welcome to submit written comments to the Department at any time throughout the stakeholder process. The Department is considering additional ways to foster discussion and collaboration during meetings. If you have any ideas, recommendations, requests, or suggestions for our next meeting, please do not hesitate to contact Department staff. 


The ninth and final stakeholder meeting will take place on October 22, 2024, from 1:00 - 4:00 pm. This meeting will be a hybrid meeting, with an option to attend either in-person or remotely, via Zoom, to ensure equal access for participation, regardless of geographic location of the attendee. 


This month’s meeting will include a review of changes made based on prior stakeholder meetings and a full chapter review of proposed updates, including chapter organization and numbering. Please note that this is our final meeting to discuss the proposed revisions to Chapter 22 and please come prepared to voice any final comments or considerations you may have. The in-person meeting will be at the Colorado Department of Public Health and Environment main campus, 4300 Cherry Creek S Drive, Denver, CO 80246, in Building A, Room Carson. This room is located on the first floor of Building A, two doors down the hall from the lobby area.
