The Colorado Department of Public Health and Environment, Office of Emergency Preparedness and Response is required to review and edit rules/regulations that are under our responsibility. The State Board of Health Rules and Regulations pertaining to "Preparations for a Bioterrorist Event, Pandemic Influenza, or an Outbreak by a Novel and Highly Fatal Infectious Agent or Biological Toxin" is one such rule and one about which I have received concerns.
A three step process has been established including rule revision, stakeholder vetting, and final approval by the State Board of Health. A work group was formed, with representation from all involved within the rule, to accomplish the task of reviewing the rule and coming to consensus on the needed changes. The document provided here is the product of this review and consensus. This is not a final document.
Currently, we are at the second step which is stakeholder vetting. I am asking that you review the document and provide your feedback in an email to me by November 28 to Lyle.Moore@state.co.us. Incorporating changes within the document, using track changes is preferred, but not necessary.
The rule change proposal is scheduled to be presented before the State Board of Health during the December meeting, with final discussion and approval at the February meeting.
