To: Nursing Home providers and all parties interested in the stakeholder process to update 6 CCR 1011-1, Chapter 5 - Nursing Care Facilities From: HFEMSD  You are invited to participate in the stakeholder process to review, reorganize, and update 6 CCR 1011-1, Chapter 5 - Nursing Care Facilities. Stakeholder engagement is crucial for the Department’s effort to align Chapter 5 with nursing home care and service delivery in Colorado, and to protect the health, safety, and welfare of nursing home patients.  All interested parties are encouraged to attend and participate in the stakeholder meetings. Jul. 17, 2025 - House Bill 1294 Stakeholder Forum - Branch Updates

House Bill 1294 Stakeholder Forum is an opportunity to promote dialogue and transparency for issues of interest and concern to all licensed healthcare facilities. Pursuant to C.R.S 25-3-113, the Stakeholder Forum consists of representatives from various types of provider facilities licensed by the department along with consumers, consumer advocates, ombudsmen and other interested parties which meet at least four times each year for the Department to discuss and take into consideration the concerns and issues of interest to the forum members and other attendees regarding the development and implementation of rules and other matters that affect all licensed health care facilities. At this meeting, the department will be presenting branch updates. DATES: Meetings will be held quarterly, generally on the third Thursday of the month. The next meeting will be Thursday, July 17, 2025, at 2:00-3:00 pm. June 18, 2025, Board of Health Rulemaking Hearing Regarding Chapter 2 Update

During the six months of meetings (October ‘24 - March ‘25), you helped the Department consider updates to align these rules with the “No Surprises Act,” licensing process, and other modernization efforts. The Department went to the Board of Health in April to request that a rulemaking hearing be set for June.  The Board of Health has granted our request and will hold a public rulemaking hearing on June 18, 2025, at 10:00 a.m. to consider the proposed changes. Notice of the hearing is hereby given pursuant to the provisions of Section 24-4-103, C.R.S. You may provide your comments to the Board in advance of the June rulemaking hearing for their consideration. To submit written comments to the Board, please email cdphe.bohrequests@state.co.us. The Board also welcomes oral testimony regarding rulemakings and the stakeholder process at the hearing. To provide oral testimony, you must sign up before 5:00 pm on Jun 17, 2025. Jan. 9, 2025 - House Bill 1294 Stakeholder Forum - Fees for All Facility Types and Chapter 2

 

To: All Stakeholders  From: HFEMSD  You are invited to participate in the 1294 Stakeholder Forum. House Bill 1294 Stakeholder Forum offers an opportunity to promote dialogue and transparency on issues that matter to all licensed healthcare facilities. According to C.R.S 25-3-113, the Stakeholder Forum consists of representatives from various types of provider facilities licensed by the Department along with consumers, consumer advocates, ombudsmen, and other interested parties who meet at least four times each year. The purpose is for the Department to discuss and take into consideration the concerns and issues of interest to the forum members and other attendees regarding the development and implementation of rules and other matters that affect all licensed health-care facilities. At this meeting, the Department will be presenting rulemaking proposals with regard to the way healthcare licensure fees are assessed. As a result of HB24-1417, setting fees for healthcare facility licensure is moved from an annual rule-making process to an automatic process set forth in statute. The result will be multiple changes in rule language across almost every health facility chapter in 6 CCR 1011-1. In addition, the meeting will continue with the “tune-up” of 6 CCR 1011-1, Chapter 2 - General Licensure Standards. The main topic of this meeting will be the revision of Chapter 2, Licensing Process, definitions, and the introduction of the “No Surprises Act” alignment.  To foster robust discussion related to general updates to Chapter 2, 1294 meetings will occur monthly from October through March on the first Thursday of the month. Meeting durations will be extended to 2.5 hours for these additional meetings. After March 2025, meetings will return to their normal quarterly schedule. DATES: Meetings will be held monthly, generally on the first Thursday of the month. The next meeting is Thursday, January 9, 2025, at 1-4 pm. Please note that this meeting is on the 2nd Thursday of the month to avoid the holiday and is 3 hours long to accommodate discussion of fees. New MDS Resource for Submitting the Manual Correct/Delete Form

Update on Saline and Sterile Solutions Supply Chain Disruptions

 

To: Home Health Agencies, Administrators, and OASIS Coordinators From The .To: All who may be affected by the saline shortage  From: HFEMSD We are reaching out with updates on the supply chain disruptions affecting saline and other sterile solutions due to Hurricane Helene. The recent storm impacted the Baxter facility in North Carolina, which supplies a significant portion of IV solutions and irrigation fluids across the U.S. This has led to a temporary shortage of normal saline IV fluids, irrigation fluids, sterile water, and certain dextrose solutions. Baxter has resumed shipping to hospitals and dialysis centers, and other global plants are scaling production to support U.S. needs. However, due to continued disruptions, certain products remain on allocation. Current and Upcoming Actions: Supply Coordination: HHS and ASPR are working with public and private partners to stabilize the supply chain, expedite FDA assessments of alternative products, and increase domestic manufacturing. Preparation for Further Storm Impact: With Hurricane Milton potentially affecting supply, assets are being pre-deployed, and production is being shifted from at-risk areas. Guidance for Providers: HHS encourages providers to: Evaluate and conserve supplies, prioritizing critical use cases. Review guidance from Baxter and ASHP on managing and conserving fluids effectively. Baxter is working directly with customers regarding allocations, and additional updates are available on their website. HHS will continue to coordinate with manufacturers and distributors and keep healthcare providers informed as this situation evolves. Colorado Health Facilities Interactive (COHFI) Updates

 

To: All Colorado Health Facilities Interactive (COHFI) users From: HFEMSD Over the past few months the Health Facilities and Emergency Medical Services Division (HFEMSD) has been working on updates to the Colorado Health Facilities Interactive (COHFI) system. COHFI’s three main modules facilitate the submission of licensing applications, survey tracking, and occurrences.  The overall functions within each COHFI module will remain unchanged; however, the system will look a bit different. Some function buttons and data will display in new locations. Most data and function buttons will remain on the same pages where they have historically been available. We have added or improved functionality in some areas to address concerns in the current version of COHFI.  The current timeline for rollout of these updates, which is subject to change, is as follows:  9/23/2024 – 9/27/2024:  HFEMSD will provide a link on our website and through a provider message allowing users to access a COHFI testing site to view and interact with the system changes. Current, active COHFI user account credentials will allow you to log into this test site. It’s important to note that while in the test site, any changes made to your facility date will not carry over to the live (production) data. You should feel free to navigate the system without any fear of those changes being saved. Users should continue to submit all required information through the existing live (production) COHFI site during this testing period. 9/30/2024 – 10/4/2024: Sometime during this week, the live (production) COHFI website will be updated with all changes. No data entered or deleted from the testing site will be included in this roll out. Only data that exists in the live, production version of COHFI at the time of this update will be included. A provider memo will be sent when this occurs. As with any system changes, there may be some minor bugs experienced when these updates are rolled out. We would ask that you submit any issues to cohfi.support@state.co.us and we will route them for review.  .
