July 23, 2024 Labor and Childbirth Policy Stakeholder Meeting, impacting 6 CCR 1011-1, Chapter 4 - General Hospitals, and Chapter 22 - Birth Centers

Thank you to everyone who participated in meetings from October 2023 through January 2024 to discuss the implementation of SB21-193, “Protection of Pregnant People in Perinatal Period.” In our January meeting, we discussed the possibility of reconvening the Labor and Childbirth Stakeholder Group at a future date should the legislative session bring forth statutory changes that need to be addressed.  Since that time, the legislature passed HB24-1459 “Birth Equity,” so the language discussed during previous meetings requires revision. HB24-1459 modifies language originally put in place by SB21-193 that relates to the inter-facility transfer of pregnant people. To discuss updated rule language to implement the protections put in place by this legislation, the Department will be reconvening the Labor and Childbirth Stakeholder Group for two additional stakeholder meetings in June and July.

  

Stakeholder meetings will be held on the fourth Tuesday of the month. All stakeholder meetings are open to the public, and all interested parties are welcome to attend and provide input. Additionally, all stakeholders, regardless of whether they are able to attend the meetings, may provide input throughout the stakeholder process and are always welcome to submit written comments to the Department.


The next, and expected to be final, stakeholder meeting will be held on July 23rd, 2024, from 1:30 to 4:30 p.m. This meeting will be a hybrid meeting, with an option to attend either in-person or remotely, via Zoom, to ensure equal access for participation, regardless of geographic location of the attendee. 


The in-person meeting will be at the Colorado Department of Public Health and Environment main campus, 4300 Cherry Creek S Drive, Denver, CO 80246, in Building A, Room Carson. This room is located on the first floor of Building A down the hall from the main entrance and lobby. Carson is adjacent to Snow and guests will be escorted from the lobby to the room by Department staff. If you are planning to attend in-person, please send an email to nicola.koepnick@state.co.us.

Details regarding the stakeholder process, including process timeline, expected topic schedule, and alternate ways to provide comment are included in the stakeholder information letter. All who are interested are welcome to attend and participate. Meeting documents, including agendas, proposed rule language, presentations, etc., will be posted to the public meeting drive approximately a week before each meeting. 


Notice of each meeting is provided to facilities through the Division’s portal messaging system roughly two weeks in advance of each meeting.
