Public Access to the Official meeting minutes.     10.16.25 Agenda items: 1:45 pm – Discussion Items  Facilitator: CDPHE – Erica  CDPHE Updates & Oversight Topics HCA Survey Oversight Clarify responsibilities for HCA-HC and HCA-IDD. If PASA services are included, survey oversight by IDD program. Regulatory Interpretation Review language in 8.7405 and current challenges with interpretation. Identify consistent application concerns. Oversight Concerns Lack of RN oversight. Insufficient governing body/manager/administrator involvement. Agency Responsibilities Understanding scope of services provided. Knowledge and adherence to governing regulations. Shared Locations Renewal review of addresses with multiple licensed entities. Ensuring HIPAA compliance and organizational separation. HCPF Discussion EVV Coding under IHSS Loren: Issues with PCP and HMK grouped codes. Follow-up Madeline: Will elevate to billing and EVV team; follow-up needed. CFC Program Challenges Kim: Billing difficulties, EM device issues, alerts/med minder not working. Modifier not aligning with services. Resulting in significant increases in client hours (e.g., 10 → 20 hrs/week). Anticipated staffing shortages. IHSS System Glitch Madeline: Similar issue identified; will track root cause. Request for agencies to provide specific examples for resolution.
