According to C.R.S 25-3-113, the Stakeholder Forum consists of representatives from various types of provider facilities licensed by the Department along with consumers, consumer advocates, ombudsmen, and other interested parties who meet at least four times each year. The purpose is for the Department to discuss and take into consideration the concerns and issues of interest to the forum members and other attendees regarding the development and implementation of rules and other matters that affect all licensed health-care facilities.

At this meeting, the Department will be presenting rulemaking proposals with regard to the “tune-up” of 6 CCR 1011-1, Chapter 2 - General Licensure Standards. The main topic of this meeting will be the revision of Facility Guidelines Institute (FGI) standards to align with standards published in 2022..

Sterile Solutions Supply Chain Disruption for Dialysis Treatment

To: All providers or those affected by the saline shortage

From: Health Facilities and Emergency Medical Services Division

URGENT ATTENTION REQUIRED - The Health Facilities and Emergency Medical Services Division needs assistance in updating information about who provides dialysis services at various facilities and the number of patients receiving dialysis at home.

Hurricane Helene impacted one of the largest IV fluid suppliers, owned by Baxter International, in North Carolina. This has resulted in supply chain disruptions and gaps in supplies of normal saline IV fluids, irrigation fluids, sterile water, and certain dextrose solutions. Baxter has resumed shipping to hospitals and dialysis centers, and global plants are increasing production to meet U.S. needs. However, because of ongoing disruptions, some products remain on allocation.

The division asks that you complete the Google Form linked below.

IF YOU OR SOMEONE IN YOUR FACILITY/AGENCY HAVE ALREADY COMPLETED THIS FORM YOU DO NOT NEED TO COMPLETE THE FORM AGAIN.

The information in this form will help identify the number of patients receiving intravenous and peritoneal dialysis at various facilities and their locations. This form will also provide information on the number of patients receiving home dialysis for those facilities that provide home care services. Please include a reliable contact person and the facility or agency’s phone number.

Please complete this Google Form with the requested information.

Hospital reporting requirements summary: CMS requirements, reportable conditions, and EMResource

To: hospital administrators, medical and nursing officers, and infection preventionists.

From: Colorado Department of Public Health and Environment (CDPHE), Communicable Disease Branch

CMS required reporting. Beginning on November 1, 2024, in order to provide national situational awareness of the impact of respiratory diseases, the Centers for Medicare & Medicaid Services (CMS) will require facilities to electronically report aggregate information via NHSN about COVID-19, influenza and RSV. This federal requirement does not change Colorado’s reporting requirements.

Colorado communicable disease reporting. Influenza-associated hospitalizations, RSV-associated hospitalizations, and COVID-19-associated hospitalizations are reportable conditions in Colorado, per 6 CCR 1009-1. Individual hospital admissions must be reported within 4 days of detection. An influenza-associated, RSV-associated, or COVID-19-associated hospitalization includes all patients who are hospitalized and had a positive influenza, RSV, or COVID-19 test during their hospitalization or within the 14 days prior to admission. This includes patients who were tested at their primary care provider’s office, an urgent care facility, or an emergency room before being hospitalized. Emergency department visits due to influenza, RSV, or COVID-19 are not reportable. CDPHE publishes a list of the data elements that must accompany a case report. These include patient name, date of birth, healthcare provider and laboratory information. Facilities can report using the Reportal (for influenza, RSV, or COVID-19), or COPHS (COVID-19 only). For any disease reporting questions please contact the Integrated Disease Reporting Program at CDPHE_IDRP@state.co.us or visit https://www.colorado.gov/pacific/cdphe/report-a-disease

EMResource reporting. CDPHE uses EMResource to monitor hospital bed capacity and track hospital operation status. Current, aggregate COVID-19 data from hospitals are also collected in EMResource. This tool enhances readiness during medical emergencies via its notification and alert system. Data elements include: confirmed COVID-19 hospitalizations, confirmed COVID-19 Hospitalizations (age 0-4 years), confirmed COVID-19 Hospitalizations (age 5-7 years). Hospitals must report to EMResource weekly on Tuesday & Friday. For questions about EMResource, contact cdphe_dcphr_oepr_data@state.co.us or Juvare (EMResource) Support at support@juvare.com.

Critical Access Hospital Licensure - SB24-121 - Comment Reminder

To: CAHs, hospitals, and all stakeholders interested in SB24-121

From: HFEMSD

As required by SB24-121, federally-designated critical access hospitals subject to 42 CFR 485, Subpart F will no longer hold general hospital licenses starting on January 1, 2026. Instead, these hospitals will be required to hold a new critical access hospital license.

Thank you to everyone who participated in stakeholder meetings related to SB24-121. Through meetings held from July 2024 through September 2024, the Department created a draft critical access hospital licensing chapter, 6 CCR 1011-1, Chapter 16, in conjunction with stakeholders. As discussed at the September meeting, this stakeholder process has been altered as a result of stakeholder feedback. The September meeting was our last scheduled meeting to discuss the draft of Chapter 16.

Going forward, the Department will continue to take written comment only. Comments may be submitted via the comment form or send an email to Ash Jackson at ash.jackson@state.co.us. The draft Chapter 16 is available on the Division’s public google folder for this project.

All comments and questions regarding the new licensing chapter to implement SB24-121 are welcome. The Department encourages stakeholders to review the draft of Chapter 16 and submit any and all feedback. Feedback from stakeholders is critical to the success of any stakeholder process and we deeply value your input.

The written comment form will be available until April 16, 2025, when the Department anticipates that it will request a rulemaking hearing with the Board of Health.

If you would like to receive future communication regarding the critical access hospital licensure stakeholder process, please sign-up for the interested parties list to receive email notifications directly to your inbox.

If you have any questions or comments, feel free to contact Ash Jackson at ash.jackson@state.co.us, or Alexandra Haas, at alexandra.haas@state.co.us.
