Annual Facility Survey reminder 2024

 

To: Acute care hospitals, critical access hospitals, long-term acute care hospitals, inpatient rehabilitation facilities, ambulatory surgery centers, and outpatient dialysis facilities.

February 29, 2024 is the deadline for completion of the annual health care facility survey. It is important that all licensed health care facilities respond in order to ensure that they are meeting reporting requirements and are accurately represented in the HAI Annual Report. The survey should only take a few minutes to complete.


Colorado Revised Statutes 25-3-601-607 require health care facilities to report specific healthcare-associated infections (HAIs) to the Colorado Department of Public Health and Environment (CDPHE) via the National Health Safety Network (NHSN). Here is the list of reportable HAIs. Each year, CDPHE sends out a brief survey to licensed health care facilities across the state to collect information on what conditions facilities are reporting to NHSN, and to collect contact information.


Complete the annual health care facility survey by February 29, 2024. The survey was sent via email to Administrators at acute care hospitals, critical access hospitals, long-term acute care hospitals, inpatient rehabilitation facilities, ambulatory surgery centers, and outpatient dialysis facilities on 2/13/2024. Please forward the survey to the person responsible for NHSN reporting. The survey link is site-specific. Please do not forward the survey link to another facility. If you did not receive the survey or have any difficulties completing the survey and you require assistance, please contact Amy Harjes at amy.harjes@state.co.us.

02/27 Stakeholder meeting in regards to “Patients’ Right to Know” Act, or HB23-1218

You are invited to participate in the stakeholder process regarding The “Patients’ Right to Know” Act, or HB23-1218, a law passed by the Colorado Legislature in the 2023 session. This new law requires hospitals, rehabilitation hospitals, freestanding emergency departments, licensed hospital units, and community clinics to make publicly available a list of the health care services which are generally available or subject to significant restriction specifically relating to health care in three areas:


  • Reproductive health-care services;
  • LGBTQ health-care services; and
  • End-of-life health-care services.


In response to the new law the Division will develop, in collaboration with stakeholders, a “Service Availability Form.” Once the form itself is developed, the Division will work to establish rules which bring the law into the pertinent health facility licensing chapters. Once the form is finalized and published, the affected health facilities will be required to provide this form to patients, members of the public, and the Department for public display. Our sixth monthly meeting will be Tuesday, February 27th, 2024, from 12:30 pm to 3:30 pm, and on the fourth Tuesday of the month thereafter until the process concludes in spring 2024.

The Health Facilities and Emergency Medical Services Division of the Colorado Department of Public Health and Environment is currently accepting applications for the Assisted Living Advisory Committee.

 

Per statutory requirements, the Assisted Living Advisory Committee members serve on a voluntary basis and are appointed by the Executive Director of the Colorado Department of Public Health and Environment. This committee represents providers and consumers of assisted living residential services; the Colorado Commission on the Aging; county, district, or municipal public health agencies, or local boards of health; and consumer and other agencies and organizations providing service to or concerned with residents of assisted living residences.

 

The Assisted Living Advisory Committee members meet to review and discuss the rules that govern the licensing of assisted living residences in the State of Colorado, implementation and impact of the licensing program and effectiveness of enforcement. Currently, the advisory meetings are held every three months for two hours.

February 20, 2024 Stakeholder Meeting: General Rule Updates to 6 CCR 1011-1, Chapter 22 -Birth Centers

You are invited to participate in the stakeholder process to address general updates to 6 CCR 1011-1, Chapter 22 - Birth Centers. The last general update to Chapter 22 was in 2017, and there have been several statutory and regulatory changes since that time, as well as lessons learned and changes in the general healthcare landscape. As a general update, this stakeholder process will include modifications related to Senate Bill 21-101 and Senate Bill 23-167, regarding direct-entry midwives and certified nurse midwives, respectively, and a full review of the rule chapter to bring it into compliance with existing statutory requirements and ensure its consistency with other rule chapters regarding newborn screening and newborn hearing screening. It may additionally include changes made to staff qualifications and authority, general standards of operation, terminology, and organization. 


  • Please note that language implementing Section 8 of Senate Bill 21-193, “Protection of a Pregnant Person’s Rights During the Perinatal Period,” as developed by The Labor and Childbirth Policy Stakeholder Group in a separate stakeholder effort undertaken from October 2023 through January 2024, will be incorporated into Chapter 22 at the end of this stakeholder process. We will not be revisiting that language as part of this general rule update as the impacted chapters and stakeholders are broader than birth centers–if that language needs revision based on changes in statute or other reasons, that stakeholder group will be reconvened for that purpose at a future date. 


Stakeholder meetings for the Chapter 22 general rule updates will be held on the third Tuesday of each month, from February through August 2024. All stakeholder meetings are open to the public, and all interested parties are welcome to attend and provide input. Additionally, all stakeholders may provide input and are welcome to submit written comments to the Department at any time throughout the stakeholder process.


The first stakeholder meeting will take place on February 20th, 2024, from 1:00 - 3:00 pm. This meeting will be a hybrid meeting, with an option to attend either in-person or remotely, via Zoom, to ensure equal access for participation, regardless of geographic location of the attendee. 


The in-person meeting will be at the Colorado Department of Public Health and Environment main campus, 4300 Cherry Creek S Drive, Denver, CO 80246, in Building A, Room Snow. The Colorado Department of Public Health and Environment (CDPHE) has partnered with Denver Health to develop training for frontline hospital staff to learn about preparing for a suspect viral hemorrhagic fever (VHF) patient. The training consists of an interactive training module followed by a statewide webinar.

 

This training is intended for:



  • Hospital clinical staff providing care to VHF patients (ED, ICU, ID)
  • Hospital infection preventionists
  • Hospital laboratory staff
  • Hospital emergency preparedness staff
  • EMS
  • Hospital directors and managers
  • Local public health departments

 

After completing the training module, hospital staff should have general knowledge of:


  • VHF etiology, transmission, and symptom progression.
  • The differences between Ebola Virus Disease (EVD) and Marburg Virus Disease (MVD), and an overview of recent outbreaks.
  • Public health monitoring and the need for frontline hospital preparedness.
  • The “identify, isolate, and inform” framework.

Please save the date for a 1.5 hour webinar led by CDPHE and Denver Health on March 4, 2024 at 9:30am MT. This webinar will discuss how frontline hospitals can safely initiate care of a suspect or confirmed VHF patient for 12-24 hours while awaiting transport to the Regional Emerging Special Pathogens Treatment Center (RESPTC). This webinar will also feature a VHF scenario at a frontline hospital and discuss how the facility prepares for and treats a suspect patient prior to transport. Registration for this webinar is required.
