Chapter 2, Emergency Rulemaking, Infection Control & Mitigation - Town Hall Meeting – January 24, 2023 including stakeholders concerned with The House Bill 1294

To: All Stakeholders, HB 1294 Stakeholder Forum Attendees, Nursing Care Facilities, Assisted Living Residences and Group Homes. From: HFEMSD The Department is holding a Town Hall on Tuesday, January 24th at 9:30 a.m. to inform health facilities regarding the upcoming 6 CCR 1011-1, Chapter 2 February emergency rulemaking being brought forth to the state Board of Health, and share information about subsequent stakeholder engagement processes related to this rulemaking. This emergency rulemaking is related to the passage of House Bill 22-1401 – Hospital Nurse Staffing Standards. While much of this bill directs the Department to develop rules for hospitals, a section of the bill relates to infectious disease control and mitigation in all health facilities. For this initial Town Hall stakeholder engagement meeting, the Department will first focus on the unique circumstances in residential care facilities as related to infectious disease control and mitigation, and will present emergency rules drafted from the guidance already developed with residential care stakeholders through Public Health Order (PHO) 20-20 – Requirements for Colorado skilled nursing facilities, assisted living residences, intermediate care facilities and group homes for COVID-19 prevention and response. Some content from the PHO 20-20 that has proven to be effective in addressing the circumstances of the pandemic in these settings has been incorporated into these emergency rules. Following this meeting, a second Town Hall will be combined with the standing HB 1294 Stakeholder Forum already scheduled for February 2nd from 2:00 p.m. to 3:00 p.m. We look forward to engaging with you at these meetings!
