State-supported staffing program for residential care facilities

 

To: Residential Care Facilities (skilled nursing facilities, assisted living residences, group homes, intermediate care facilities)

CDPHE is launching a state-supported rapid response staffing program for facilities experiencing critical staffing shortages directly related to COVID-19. To participate in this program, please submit your INTAKE REQUEST FORM here. 

What is the criteria to participate in this program?

  • Complete the Intake Request Form
  • Provide justification for the facility’s staffing need due to a COVID-19 outbreak/surge 
  • Accept standard agreement terms and conditions (sent after your request is approved)
  • Receive support from an Account Manager or Incidence Commander (assigned during the fulfillment of your request)

Where is this funding coming from?

Support for this program comes through the CARES Act. CDPHE has partnered with the Colorado Staffing Collaborative - composed of Healthcare Workforce Logistics (HWL) and the Colorado Hospital Association - as well as contracted clinical and support staff to meet urgent staffing needs due to a COVID-19 outbreak. Through these resources, we are able to provide state-funded, short-term personnel to long-term care facilities, including Licensed Skilled Nursing Facilities, Assisted Living Residences, Intermediate Care Facilities and group homes. Currently, this funding for this resource expires on December 30, 2020. 

What kind of support will I receive?

  • Upon receipt of your request, CDPHE will critically review your request in relation to other critical staffing requests. 
  • If you are approved, you will be notified as to the resource that will be available to support your staffing needs. 
  • You will receive hands-on support to set-up and manage the staff provided to you. You will be assigned either an Account Manager or Incidence Commander.
  • The majority of staff requests will be fulfilled through staffing contracts facilitated through HWL. Possible staff support from HWL may include: RNs, LPNs, CNA, Personal Care Workers, QMAPs, clinical leadership roles, or other clinical positions.
  • For those facilities that are experiencing a staffing emergency that risks the health and safety of their residents, immediate staffing support may be provided by direct contracts with staffing agencies or from the National Guard. These resources are available to meet immediate needs and are short-term, approximately 5-7 days. 
  • HWL contracted staff will be state-funded through December 30, 2020. At that time, facilities must have direct contracts with HWL to continue with and fund the provided staff for the length of their term (typically 8-13 weeks total).

The State of Colorado is quickly identifying and prioritizing facilities that are experiencing urgent staffing needs due to COVID-19. If you believe your critical staffing shortage: a) threaten the health and safety of residents or b) necessitate the need to transport residents to another facility in the next 48-72 hours - please fill out this form today
